Pristop was commissioned by the Slovene government to design and execute a nation-wide communication campaign to help fight the shadow economy in Slovenia. Following the campaign 89,9% of the target population perceived shadow economy as a problem.

The challenge

In 2013 Slovenia was in a difficult fiscal position and ranking bottom third countries with regards to the size of shadow economy, the latter reaching 24% of Slovene GDP. We designed and executed a nation-wide communication campaign to help fight the shadow economy.

The solution

The main challenges of the campaign were:


  • To increase awareness that shadow economy is an issue which is lowering the living standard of every citizen.
  • To raise awareness that every citizen can fight the shadow economy and is also responsible to do so.
  • To mobilize citizens to actively participate in the fight against the shadow economy by always asking for the bill.
